The Venn map above covers the sources. This covers the subjects: private corporations, nonprofits, standards bodies, self-regulators and quasi-public entities that hold governance-scale power over things everyone uses, and that we have not made a call on. Barcodes, building codes, the root of the domain name system, whether a hospital can bill Medicare, what an index fund is obliged to buy. None of it is elected, and most of it is not obviously good or obviously bad.
The rule for this list. Nothing here appears in Friend or Foe, and nothing in Friend or Foe will ever appear here. That tool is where verdicts live. This is where the tossups live, entities whose record genuinely cuts both ways, or where the strongest criticism is structural rather than a list of harms. Presence here is not a defence and not an accusation. It means the thumb is sideways: we are telling you what an entity controls, what is said in its favour, and what is said against it, and leaving the judgement to you.

Overlap with Friend or Foe
Every entry links to the entity’s own primary source so you can read it without us in the middle. Both columns on each card are summaries of positions that are publicly and seriously argued, not our opinion of them. If an entity here belongs in Friend or Foe instead, or an entry has gone out of date, say so in the Discord #input channel, moving something out of the grey is exactly the kind of correction this list is built to take.

Neutral, on purpose. This tool doesn't score, endorse, or rank anything. It maps who exists and how the data connects. Editorial verdicts on candidates and races now live in Voter Vanguard ↗, a separate tool, so this one can stay a plain map.
The Grey Register. Below the map sits a tracker of corporations, nonprofits, standards bodies, self-regulators and quasi-public entities that hold governance-scale power. And that carry no verdict. Nothing in it appears in Friend or Foe, and nothing from Friend or Foe is eligible for it. Each card states what the entity controls, the case made for it, and the case made against it. The thumb is sideways on purpose.
